Hm...another tough question Bloody ;P. Well, here's an attempt, my thoughts may seem a bit unorganized though.
I'd have to go with making a roleplay adventure style game. It would take place in the whole Three Kingdoms era, and would have some Dynasty Warriors characters. It'd be similar to it, yet at the same time, much more of an intense experience. Of course, the really messed up ones would be fixed, (Zhang He not being homosexual, Xu Zhu looking like a playable character, Ling Tong, etc.) There'd be plenty of new characters.
Now for the interesting part. One would be able to customize his or her own character through every aspect, from appearance to starting wardrobe, to horse, to weapon appearance. A character would start as a simple soldier recruiting himself in an army. In the beginning one's character would seem inferior to starting generals that would display excellent abilities. There'd be plenty of cutscenes, fmvs, and duel scenes that would entertain the player. Early on, one's character wouldn't be able to necessarily distinguish himself. It'd sort of be like a GTA environment, except not so huge. As battles went on, each one unique, (Not all from actual history), one's character would be able to meet some of the lower end generals, eventually being recognized by higher generals and rulers. The interactions could range through many topics, and there'd be many choices for a character to make, some more influential than others. These choices could cause events to happen such as a fire trap, fellow officer being killed, or discovering a hidden route. Characters would be able to choose their friends and rivals as they offer their services to a military ruler. Of course, they'd have the opportunity to join a moderate kingdom or starting kingdom.
The player would be forced to go through various tasks, each unique. Early on it'd be simple domestics, fetching an envoy and escorting it. Eventually it would fall under deeper categories, defending civilians, sneaking into an enemy base, serving as a personal bodyguard, and eventually leading a group of reinforcements to aid some battle. After some time and some effort, one could develop the status of officer, and gain various titles, choosing to carry out tasks as he or she deems fit. Each choice would again have an important impact. A character could choose to change factions or start his own faction. In battles, higher status would mean more troops to command. One could issue various ploys, and send troops in separate directions under separate officers.
Duels would be available in which to prove one's self, they'd be tough with a difficult AI. Against the more well known generals, cutscenes would take place offering decisions, info, and choices. As to whether to let an enemy officer go, capture him or kill him off. As time goes on, more and more enemy officers will hear about your character.
The game would continue as you take hold of various encampments, cities, and roads. If anything, I see one game taking a long time to complete. There'd always be different choices to go with and different results.
One could choose to get married, go to a bar and drink with fellow or neutral officers, participate in assassination attempts, join coalitions, join plots, and lend aid to struggling forces in return for friendship. NPCs would have their deeper thoughts and considerations which would be evident and it'd be quite appealing, at least personally.
The game would be suited for the more mature as battle deaths would yield some gore, and the whole discussion aspect would include offers for wine, etc.
Aside from that, characters would be able to create their own move sets, and all cities would appear different on maps and while walking through them.
